Unable to read data from the app config file.?

I am also facing the same issue please help me 

Message: System.ArgumentNullException : Argument 'url' cannot be null.
Parameter name: value

i am getting this error i am reading data from appconfigfile..?

The browser is openeing but the url is not working i am getting the above error..
